Viber uses your contact list in order to recognize other Viber users. This means that no one can call you on Viber unless they already have you listed or know your telephone number. This works the same way as your regular carrier calls. Your telephone number is what identifies your device. Since the person calling you has your number, there is no way to block him from calling you. Not via Viber, nor via your regular carrier. The best way to block it is by declining the call. The caller will not know that you've declined the call, it will simply ring on his end until he hangs up or until the call attempt times out (approx. 50-60 seconds). We understand that messages cannot be avoided.
