I am a business man in US for 20 years, I don't think this is what hotel will conduct their business practice in US, in stead, hotel usually has "Cancellation Policy" meaning if you dont come then they will charge your CC for the first day. But they never tell customer that the reservation is "non-guarantee", it simply scare customers away by saying that.
Cancellation policy applied to the guest with guarantee reservation though it is a courtesy for a guest with a non guarantee reservation to cancel the reservation if he or she decides not to come. There is no penalty for a guest with non guarantee reservation if he or she no show. However, the hotel can charge a guest with guarantee reservation (through credit card or advanced deposit) if he or she no show. Most of hotels in U.S. do not accept a non-guarantee reservation any more. That's why you think it is kind of strange regarding this case.
